2025 progress report on the implementation of Royal Commission recommendations
We are inviting submissions for our 2025 progress report on the Australian Government's implementation of the Aged Care Royal Commission recommendations. This report will evaluate whether the government’s reforms are sufficient to drive meaningful and lasting change in the aged care system and identify areas that need further attention to address systemic issues.
See the paper outlining the submissions process which is now available. Submissions are open until 14 March 2025.
We invite input from anyone interested in the aged care system, especially those with lived experience in aged care or those trying to access it, as well as their loved ones. We encourage anyone interested in the aged care system to contribute, including:
- care providers
- consumer groups
- peak bodies
- academics
- unions
- government agencies
- education providers.
We are particularly interested in insights from:
- First Nations people
- individuals from culturally and linguistically diverse backgrounds
- people with disabilities
- LGBTQIA+ individuals
- people with dementia
- those living in rural and remote areas
- others with diverse backgrounds.

The 2025 progress report will build on the findings of the 2024 report and will be submitted to the Minister for Aged Care before 1 June 2025. It will then be tabled in Parliament within 15 sitting days, and be published on our website.
Hi. My name is Paula Pearsall, and I'm the agency executive director for the Office of the Inspector-General of Aged Care. To start, I wish to acknowledge the traditional custodians of the lands where I'm recording this message, the Ngunnawal people, and recognise any other people or families with connection to the lands of the ACT and region. I would like to pay my respects to their elders, past and present. I also extend my respect to all First Nations people watching across Australia. As you may be aware, the Australian Government is making major changes to aged care and it is our job to ensure that these reforms lead to real and lasting improvements. Like many of you I'm sure, we want an aged care system that is person centred and provides timely and compassionate care.
We want every older person to have access to quality care when they need it, no matter who they are or where they live. Our mandate is to continue to build on the Royal Commission's work by identifying problems in aged care and suggesting improvements. We are working on a progress report to check if the government has implemented the Royal Commission's recommendations properly.
Our 2025 report will show what's getting better, what still needs work and where more action is needed to make a real difference. The report will give a clear picture of the progress in aged care reforms, and highlight areas that need ongoing attention to ensure lasting improvements. To do this, we need to hear from you. Whether you receive aged care, support a family member or loved one, work in the sector, or have a broader interest, your experiences matter. Your insights will help us understand what's working, what needs fixing, and where more action is needed.
Importantly, we want to hear from people in vulnerable situations, marginalised communities, and those who face barriers to equitable access to aged care. Past calls for submissions
2024 progress report on the implementation of royal commission recommendations
Under the Inspector-General of Aged Care Act 2023 (the Act), we must prepare 2 progress reports. The Act requires that these reports:
- cover how the Australian Government has implemented the Royal Commission into Aged Care Quality and Safety’s recommendations
- be completed by 1 June 2024 and 2025.
To inform the report, we invited submissions from people currently using or wanting to access aged care, their families, friends, carers, and advocates.
We also invited submissions from care providers, consumer groups, peak bodies, academics, unions and workforce representatives, government agencies, education providers, and anyone else with an interest in the aged care system.
2023 progress report on the implementation of royal commission recommendations
The Minister for Aged Care and Sport, the Hon Anika Wells MP, asked the interim Inspector-General to prepare a progress report on the implementation of the recommendations of the royal commission by 31 July 2023.
Due to the short timeframe, we limited submissions to an invited group of stakeholders representing the aged care sector. Future reports will involve a more comprehensive consultative process.
The progress report is now available on the Department of Health and Aged Care's website.
